He was born on 18 October 1925 (aged 93; at the time of death) in Baluti, United Provinces, British India (now in Nainital District, Uttarakhand). Initially, he was a part of the Praja Socialist Party, but later, he joined the Indian National Congress (INC).
Tiwari is the only Indian politician to have served as the Chief Minister (CM) of two Indian states, namely Uttar Pradesh and Uttarakhand. He also took part in India’s struggle for independence and spent 15 months in jail as well.
